The more experience an administrative assisant has is always going to be more beneficial, however; standard background checks and verifiable references will help you to choose the best candidate and therefore you may find a gem in someone who has had a few less years experience, but has performed well for previous clients.

After a little research, yes a proper qualified and affiliated virtual assistant should have at least 5 years experience.
